i got a second 40gb hard drive from a friend a while back and i have been trying to format it since i added it to my computer. when i try to format it it gives me an error saying it can not be formated please check that no programs are using the disk. any ideas on why it wont format or how to get it to format?

Assuming you are trying to format the drive using Windows, I would check the Windows Event Viewer.
Can you provide a little more information? How are you initiating the format?

i have went through my computer right clicked the drive selected format and i have went through computer managment. what would i be looking for in the event viewer

Are you certain that you have the correct drive letter ie. make sure that the drive you are formatting doesn't contain the operating system you are currently running. If so you will need to go about formatting this a different way. I have to ask. If you cant find what program is using that as a resource maybe a better way would be to use a bootable partition manager like gparted to format the drive. Hope this helps

you can check which programs are using it.Just do following it may be helpful to you.
start->run->msconfig
click on last tab "Startup"
check that whether that drives program is engaged in that,if so just uncheck this click ok.
and restart you comp.then try it may be worked at your situation.
You can use disk management:
Right click on "My Computer" icon->click manage->disk management
in that click on your hard disk and click format and then click on yes
It can be useful.

is this still unresolved?..
if so i suggest that you might try to force the volume to dismount to format it..
i assume you are using windows, if so you can just run your command prompt and have
this code run
for example..

You can't format C: drive (If you're a Windows user).
May I recommend the fail-proof approach? Download Parted Magic, a bootable Linux distro dedicated to partitioning and Hardware management. The user interface to partition is similar to that of Windows and shouldn't be a major problem to use.
EDIT: To boot simply burn the .iso onto a CD or DVD (alternatively a USB but that requires a bit more work). Put the choice of storage in your computer, next restart the computer, find a boot selection option, and finally select the form of storage (CD/DVD/USB) you decided to use.
