You would have to do a lot of work. You would need to find a way to turn your second network card into a switch (not even sure if you can do this). Basically, what needs to happen is the other PC/Laptop needs to be in the routing table of the connected router. If you are on a LAN than you are probably on a VLAN as well, if this is the case that other computer will not get access until it's configured on that VLAN/LAN.
What are you trying to do, play games, just get online? Also, need a little more info about the hardware.

You would be better off buying a small 4 port router. It would be relatively inexpensive (like less than $30) & would work instantly.

How will the new router get a gateway? If they are at a University (lets say in a dorm or lab) than whichever computer they are attempting to connect to is (more than likely) in a VLAN. What I would do if this is the case is buy a small 4 port switch (maybe that's what you were referring to akron) connect it to the LAN and then connect each PC to the switch.

Turn of NAT, run a new subnet. I don't see why this would be an issue. That's what one would have to do with a PC with two Network Interface Cards, am I wrong?

Oh no, I wasn't questioning you. I think maybe I am thinking about this on a much larger scale than what it is. This will probably just turn into a thread between us anyway.
I doubt OP even comes back.

If you have Windows 7, can't you just go to properties, share the card that is connected to the internet and bridge the other card to the one connected to the internet?
