It is a power button. It serves both purposes.

Computers employ a functionality called ACPI (Advanced Configuration and Power Interface)

A part of this technology figures out if you have just pressed the power button in once (shutdown) or held it in for more than 5 seconds (power off)

If your computer is older, lacks this technology, or is turned off in the BIOS, your computer will shut off immediately when you press that button.

I hope this has been helpful, and if not, please clarify your request.

When acpi was released, & the world switched from AT to ATX power supplies, all power switching is handled through the bios rather than hard on/hard off. I believe it's called double-throw-double-pull?

calvinthedestroyer could explain it better.
