I got a chance to check it out today and I was wrong. It does turn completely off when you turn the computer off. I talked to my dad and he said that our ISP sent a new router a year ago he just never told me. So last night I set it up and then called our ISP this morning and got them to help with the set up as there was certain information I needed to connect to the internet that I did not have. Anyways, with the new router everything works like it should.
