When a quote is used in a reply, the message becomes too long to fit in the box where a user types. As a result the user must keep the cursor where he types to keep the text from scrolling backwards. As soon as the mouse is moved out of the text box, the text just entered scrolls down and disappears again, and again - as though the text box is trying to to center the box in the middle of the message. This becomes very frustrating because one cannot read what was just typed.

I've never had this happen. What browser, and OS, versions included, are you using?

I can't get it to trip. Run those steps by me again? 1. Quote long post. 2. go to bottom to type.. 3...?

3 Is move the mouse cursor out of the textbox in which you just typed at the bottom of. The text scrolls down and disappears. I can't tell you how far it goes, but the textbox appears to show the middle of the message.
You can use the mouse on the scroll bar to get to the end of the text and place the cursor there. The text stays stationary as long as the mouse stays in the textbox, so you can type. Move the mouse out of the textbox and the message moves down again.

Hmm.. interesting.. I as able to get IE 8.0.76 to do something like what you are saying.. the text box was scrolling up a bit when I was using alt/tab to flip panes or rapidly move my cursor across the box and scroll bar.
Odd. Not so much on firefox though.
