Total Noob: Where to start for an Auto-refresher

Hi, I joined recently and am very interested in programming. A friend directed me to VB, so I'll start here. I'm looking for places to start. I have little to no knowledge of how programs work.

Ideally, I want to try to make an auto refresher - a program that will refresh at a page every 8-10 minutes, until the page changes. From there, maybe an alert of some sort? I'm not really sure...

Anyways, where to start...

Buy a book, learn fundamentals of programming, read the tutorials... basically get a solid background in 'programming' before you venture off down the prime rose path!
