Linux ATI Drivers - Are they really *that* bad?

I've heard a lot about how ATI drivers for Linux suck, and are overall terrible in every way. But I've never experienced this (probably because I hardly do any 3D on Linux (all my gaming is on my Windows partition)). So I was wondering, are ATI's drivers really that bad, or is it just similar to the whole, "Java is Slow" myth?

about the ati proprietary drivers, yup they su**ed, tried just this morning, ubuntu 11.10 with gnome 3 shell.
java works fine :), using netbeans all the time :)

this is on a hp 4310s laptop
