which os to develope apps for

hello every one
i want to start writing mobile apps but i don't know what os to chose
i have not a mac pc so i cant use apple compiler
does silverlight only support windows phone or it can support ios and android?
what about google compiler for android oses?
what are their features?can any one help me?

Silverlight is only supported as the development language for Windows Phone 7.
Java is used for Android.

You could use Silverlight for WP7, MonoTouch for iOS, and Mono for Android for Android. This would allow you to stay in .Net and C#, but still produce apps for all three platforms. Just a note though, MonoTouch and Mono for Android are not free.
