Question: Adding Functionality to Mail Button

I have a question about adding functionality to a "Contact Us" button. With that said, I'm tinkering with a project site that my organization is planning to launch in the near future and I need to have a clear understanding of this. Now that said, here is some code that I have that was pre-built before I start working on this project.......

Do I just remove the a href tags and replace it with mail(to,subject,message,headers,parameters)?

HTML and PHP run separately. The HTML form will submit to the PHP file. The PHP script will then process the $_GET or $_POST values and handle the appropriate actions. Finally, the server will send back the HTML to be displayed by the client (browser). The Contact Us button simply will submit to the PHP file.
