Those are all made using a tv tuner/capture card.
My cousin has one of these cards, and it works very well.
The Voodoo3 3000 has a TV out, which is fun if you want to watch DVDs on a tv.
Those types of cards do have plenty of good uses.
I have to agree with Vetritus03 about ATI drivers though, they put all their logos and crap all over the properties screens, and add little utilities that I, for one, don't want to have eating my clock cycles.
