I remember playing this game back in 2001 or 2002. It was an isometric game, with 2D graphics about either policemen or special forces (dressed in blue with black boots) dealing with a gang by obtaining information/data/evidence from them in the form of a green (or yellowish) suitcase. It was for two players as far as I played it, a white-haired Caucasian man with a shotgun (or a large weapon that was not a hand gun) and a black-haired Asian girl with one (or two in each hand I think) hand guns. The game levels usually consisted of a building (which I think was either a mansion or a department store), with different start points for the players, marked by blue circles in 2-3 separate places of the level. Once placed in, the players had to take turns in going through the floor either by running or walking, searching all the rooms until they found the suitcase, then they had to head for the exit, which I think were green circles in another separate location. But, either from the beginning or as the players progress on the level (or find the suitcase), gang members appear. For this, the players may choose to either move or aim their guns (aiming ended their turns). If they had the guns ready, once the gang moved (in turns as well), they would shoot the gang members until they were eliminated. If not, and if a gang member was too close, he would shoot the player he's close to. Each player would take up to 10 (I'm not sure but it was more than 5 or 7) shots, and just before (or 2 or 3 shots) before he was killed, the CPU would take over and control the player, making better decisions (maybe because I wasn't good at the game) than the player and getting him out of a pinch. But if the player was killed, sounds of an ambulance siren would be heard. What was the name of this game? Please let me know, and thank you in advance =)

It was for the PC. I played it in 2001 or so but it was probably a game of the 90's

Oh it is PC game, I thought he was talking about my old neighborhood growing up. Believe me, you want to leave that neighborhood back in the 1990s.
