i doubt this is possible, since all required libraries etc will not be available. Also it would be useless even if it could work, as there would be no way to interact with the program.
An interesting, yet as far as i know impossible on a TV.

newer dvd players can read compact disk from computer and maybe i could put the .dll run files on the disk so it can access them

what about the dvd players remote?

i have a rewritable cd drive im going to get some rewritable cds and try to make a program if i could just get it to start the programs i could make a program that when you press the "UP" key on the remote it shows a message that post "T Key" or .ect so i could find out what keys on the keyboard are used as the remote keys ....so basiclliy a key logger and from that i could find out ways to interact and work out the bugs later

im trying to see if someone has found something like this or can even do something like this or would like to help me .... if i could get some more ppl to help it would increase the chance of success

Even if you do manage to write such a program for your player, it may not work on the others.
You will need to know the internal technical details of your player. And as far as I know no manufacturer releases such details unless their product is a programmable DvD player...Has anyone seen any programmable DvD players in the market? I haven't seen any.

most dvd players read compact pc disk ..... thats all you need is one that can and put all the dll and run files on the disk and use the dll files to run the program not something on the dvd player just the dll files on the disk

do you understand what im getting at

but i dont know it was just a thought

I don't think that the firmware on any given DVD player is going to support a Visual Basic compiled program. VB apps are 100% MS library dependant (as brought up previously) & it is highly unlikely that DVD players are running embeded XP.
