Hey,
I was thinking on buying a corsair H70 or maybe an H80 for my Pc because i heard water cooling is more silent then air cooling, but here is my question: If the water cooling system has fans anyway how can it be more silent?

I am not sure who told you that but at the end of the day there's still a fan and that is what will be the make or break on the decibel levels. Typically you go through the hassle of water cooling for better thermals so you can overclock your machine. If you want quiet you can get a few high quality fans for less than the water cooling and install those... or go mineral oil.

At work, our Common Image Reconstruction System (CIRS) consist of three rack mount servers that are installed in a rack mount case that has lots of sound deadening panels in it.
Maybe you can find a big box with sound deadening in it for your PC.
That, or find quieter fans.
