Program that shows transparent image in foreground without input

Hello I would like to ask you something in c++ win32; I have a problem with to make insensible the form with every input... now I explain you better, I would like to make a semi-transparent image that uses all the screen, the image stay always in foreground and I must to be able to use other programs (like paint or whatever) in background so i have to make the form insensible to all input....

I hope I was clear to explain the problem...

Sorry maybe it was hidden in the text but the question is:

How i can make a form insensible to all inputs?
