Fixed Position Graphic Links to next page do not show in IE

I produce 360 panoramas for full page viewing. Just recently I have a linked circuit of 21 pages and I am using 'transparent background' graphics at fixed left and right positions on the page to navigate to next or previous. It works beautifully in Chrome but I cannot find a fix for Internet Explorer.

Style in the head section
.ptranscw {position:fixed;top:400px;right:60px;z-index:10;}
.ptransccw {position:fixed;top:400px;left:60px;z-index:10;}

HTML in the body section
<div class="ptranscw">Graphic with link wrapped around it.</div>
<div class="ptransccw">Graphic with link wrapped around it.</div>

The DOC type is valid. As the display in Chrome is good there can't be a z-index problem. I have tried several so-called fixes for IE that have been published in Stackflow etc. but none of them work.

Can anyone suggest a better way to do this rather than resorting to making the pano less than full page and sticking the links to the sides of it?
