what does this thing do ? Char.IsControl(e.KeyChar) = False ?

is it blocks the keyboard ?

Firstly it does not seems to be vb.net.

i think(not sure) this line can be used as specifying any condition e.g validating text boxes etc.

Well, it Is VB.NET and
Char.isControl 
Indicates whether the specified Unicode character is categorized as a control character and
e.keychar
is the char that was pressed on the keyboard. I also think that your code is just a part of some If-clause.
