Use the objective c section

Cocoa is an osx/iphone library

If you are trying to make a game for iphone, you need to install cocoa and add it to the search directories for mingw. Even better, follow this tutorial ;)
If you are trying to make a gui app, you need to use the win32 api or (better option) use a toolkit such as gtk+

I am getting following Compile error while running objective C program.

You can only run programs that have been successfully compiled. You can't receive compiler errors when a program is running, you can only receive run time errors.
