I have two layers. One layers is an image and i have locked it so i don't accidentally move it.
And the second layer is intended to trace over that image using pen tool. But for some reason it doesn't let me.
When I unlock the image layer, it does let me. I have used Adobe Illustrator, and they don't have such issue.
I am new to inkscape (and ubuntu).

I know that this is a late response but I have been looking into this for a posted bug so not to give false information and refrain from asking a pointless question.
I found no reported bugs with inkscape and using a pen over a locked layer. One thing I have noticed in my search is many questions like this are solved by just making sure the layer that is to be written on is selected and not the locked layer.

Yes, it lets me write over it when the image isn't locked, and selected.
I guess, I would have to live with this feature (By being extra careful, and a lot of control-z's).
