Portforwarding problem?

Hi, i have a program wich requires me to porforward a port, the problem is, on my laptop it works, but on my Desktop it doesn't, with the same application, it's like the port is closed, but on the router i just portforwarded and did not attribute it to any device, so wouldn't it always be available?

My laptop uses wireless and desktop ethernet if it matters, when i try to attribute it to a local device, it says the port is in conflict?

Anyone knows the problem? It's on my desktop that doesn't work... with ethernet..

Check the firewall settings in your desktop and compare the permissions to the ones on your laptop. Most properly your firewall in the desktop blocks access to this port

It wasn't the firewall, was somekind of bug which i had to restart it.
Also, i know you're trying to help, but i posted this in November...
