What do you use as an admin panel? I have looked into a couple instead of coding my own . I am completely opposed to adding an off the shelf CMS at this point. I actually thought about a command line interface. What do you do for your clients?
for those that don't use CMS

I'm not entirely sure what you are looking for here. - Every non-static site out there uses a CMS. Whether or not it's something like the admin panels you're likely to find in WP, Drupal, Joomla, etc... is besides the point. If you can edit the site without having to use mess with the HTML files yourself, it uses a CMS.
I think it goes without saying that handing over a system with a CLI CMS is not going to go over too well with most clients
Personally I like systems where the CMS controls are embedded into the actual site, as opposed to having a admin section where everything is controlled. Like, instead of having to go to an admin panel and using a "Add Item" thing from there, I'd prefer to have a little "Add Item" link, or icon, in the item list on the site, visible to admin users. - But that's just me. It seems a lot of the more popular systems do it the other way around.
