hi,i am using dell inspiron 620s since 2012.at beginning it was lightning fast but as the days go on it lowered its performance and now games like assassins creed runs slow in windows 8.not only the games but also file copying speed reduced considerably.now i need to improve my performance.
but how?
should i openup my cpu and do cleaning and rubbing works.
additionally i have already tried all the software works to speed up.but no victory

What's the specs on your box? Processor, RAM, videocard, etc. I know dells you can tweak so it's best to let folks know.
Ah, what? I would advocate *NOT* touching your CPU or rubbing it.
Do you reboot often?
See what's running in start up and what you can shut down from there.
See what's floating around in the task manager and what you can go with out.
Did you remove most of dell's bloat ware?
Is your hard drive coming up with errors?

Do you have a lot of dust inside? I would advocate blowing it off your cpu's heatsink and fan as well as anything in the video card.

I agree touching the cpu is the last thing you want to do.
A cpu is not like an engine. It doesn't just get slower & require tune-up maintenance.
Computer speed is based on processing. All programs must execute in memory, so memory & cpu cache are your largest components to smooth functionality in the OS. As your computer ages, you likely add a ton of applications to your machine, thus adding to the amount of items in the Windows registry that are marked to run at start up. The more programs that run at startup, the more system resources are required (memory) & the slower your machine gets.
By far the easiest thing to do is reinstall the OS. Apart from that you need to run a mainance program, like msconfig &/or ccleaner. These allow you to view the program & services that run at startup. You can remove these items to speed up your machine. Follow up with anti-malware programs, check-disk, & defrag.
You do not ever, ever, ever, want to go messing with the hardware. You can not speed it up this way, unless you are upgrading the hardware.

however my spec is:
intel i3(3.36ghz),4 gb ram,1301 mb gpu(dont kbow the brand),500gb hdd,win 8.1 32bit(hence the ram is only 2.92gb usable)

You can probably bump that up to 8gb of ram.. so hardware wise it should be okay..

no only upgraded the os.
can i try clean install !?
i heard that fresh install only eliminates viruses.but my pc is virusfree.
and it reduces crashes.

That is absurd. Re-installing the OS (including a hard drive format) takes everything back to the original state. You need to get over the understanding of pc slow-down being hardware.

Just out of curiosity, why are you using a 32 bit version of Windows 8? All i3 processors should support 64 bit systems.

So your fps decrease as well as your disk speed. Ever think that it might be the disk? Or that you don't have sufficient ram so that your swapping out to disk?
