Well.. I doubt they are using something off the shelf.. perhaps you need to start looking at pieces and constructing one yourself.

there's a list of different jquery image cropping plugins. I don't see why you couldn't just fork the jCrop repository and hack away at it to make it more like the twitter cropping. What they are doing is not any different then other cropping software. Just inhouse and probably more efficient.
