that's a strange tactic for the electric, I've never heard of them coming to the door and demanding money...I'd call the cops, but that's me. If he's legit he'll prove it to them and that's that but if not he's gone and out of your hair.
Also, there's a state law you can take advantage of that requires them to keep the power on during the winter if you can make a minimum payment. Duke automates the process so it's really easy to arrange through them - don't know who's in your area though. Source: my next payment due on an immense power bill is January 5th, I had this discussion literally Tuesday.

just checked - I'm wrong - the law is that they have to give you an additional 10 days notice before shutting off. What I'm citing is a Cincinnati ordinance that was implemented after people were freezing to death in their apartments in Over the Rhine 10 years ago...
