Hi I have taken photos of my self with a digital cam and I would like to resize its resolution to 300 x 300 or 300 x 240 for the DV LOTTERY without loss of quality and without any stretching so which software or tools will do the work for me.

In the instructions of the lottery its written that the image color depth should be 24-bit color mode so would i know that it is 24-bit color mode and if it is not how can i change it ?

Please tell me a program which will resize the image

Not sure about quality being maintained, but did you try photoshop or gimp?

There are freeware apps that can resize images.
You could do this in Photoshop too.

Click the Help->Resize Image Menu.

yeah i tried the freewares and I once did it in Photoshop but they don't let me change the resolution to exactly 300 x 300 or 300 x 240 I resized the images at shrinkpictures.com but my images were stretched.

So anyway to resize them to 300 x 300 or 300 x 240 without stretching or distorting the picture.

Please help I really need em

If you want to scale to a dimension that's not proportional but not distort it, you will need to crop the picture. i.e. cut some of it off.

What is it about the instructions that you don't understand? They are pretty detailed, so if you're having problems with any particular section, it would be helpful to describe exactly what the problems are so we can point you in the right direction.

I recommend Irfanview (free). You can set it to maintain the aspect ratio, so it won't stretch your pictures. Also, it has a batch mode, so you can resize a bunch of pictures (directories) at once.

I can't set the aspect ratio ticked because it wont let me change the resolution to 240 x 320 or 300x300 pixels

And how can i Know my images Color Depth ? How Can I Adjust it ? are all digital cameras color depth is 24-bit ?

Okay. I'll give you the Photoshop version, because it's been a while since I've played with ifran view.

The marquee tool is found on the Tools toolbar (make sure that it is checked under the Window menu). The marquee tool is selected with the button with the dashed box on it - it is usually the default tool when opening a file.

Select the region that you want in the picture - make the selection a little taller than you want the final aspect ratio to be. The go to Image->Crop. This will remove everything but the selection from the picture.

Go to Image->Image Size... Make sure that the constrain proportions or keep aspect ratio button is checked. Then highlight the width field, set it to the appropriate value (240 or 300). You should also set the image resolution to the appropriate value - I believe you want 150, but check that website. Then click OK. This gives you a picture that is properly proportioned, with a width of 240 or 300 (whichever you chose). The height at this point doesn't matter.

Then go to Image->Canvas Size... Make sure that the measurements are set to pixels. Type in the new height that you want it to have in the Height text box and click OK. This will crop the image to the exact dimensions you need, from both the top and bottom. Depending on where the face is located in the picture, you may want to use a bottom or top anchor to ensure that the image has the specified proportions. In the Canvas Size... dialog box, if you click the down arrow for the anchor, the image will be cropped at the top only; if you click the up arrow, it will be cropped at the bottom only.

Irfanview (3.99):
File>Batch Conversion/rename
select the images, output folder, etc.
tick use advanced options
Set advanced options:
Tick resize
Set new size > Set both size > Width: 300 Height: 300
Tick:
Preserve aspect ratio
Use resample function
(don't enlarge if you want)
If your images are not 24bpp (open one, and check it's info)Tick: change color depth
select 16,7million(24bpp)

press ok (or select whatever else you might need)

press start
that's all, and it will convert all your images (at least the what you've selected)

Okay At first I got the Rectangular Marque Tool I selected the pictures part which I wanted and then Cropped it

Then I go to Image -> Image Size -> and there I checked the constrain proportions and set the width to 240 and the picture got resized.

I go to Image -> Canvas Size -> set the measurements to pixels then set the Height to 320 (which is what I wanted) The anchor was default on mid and after that I clicked OK.

And I got the image but the image resolution is changed to 240 x 320 but it has created two white rectangular boxes or you may say borders and the image is in between those to boxes or borders and in real the image wasn't resized instead of that they created those 2 borders or boxes. I also tried changing the anchors but none helps.

So I didn't get what I wanted.

The images are not changed to 240 x 320 instead they are changed to 300 x 225 because I ticked the preserve aspect ratio and this wouldn't let me change it.

Lol sorry, obviously you have to enter width: 240 height: 320
If you want to ahve the exact dimensions, then first crop them so they get the , and dimension you want, and only resize them after that.

I still can't get it with cropping the regions of the picture which I want and after resizing them I still don't get the right picture

I only have to crop the part of the picture which I want right ?

And After that tick the preserver aspect ratio and enter only 240 height and when it is resized then what should I do ??

The area you select needs to retain the parts of the pic that you want to keep, but it also needs to be taller than you are going to need. The reason that you have the two white boxes is that you made the selection too short, so when you resized, more picture had to be added. Make it taller, so that when you resize the canvas, you're cropping the image, not expanding it.
