could you be more specific?

It sounds like you have a ram issue. I'm guessing that from the fact that your computer doesn't seem to get to the boot stage. How long has this been happening? How much memory does your computer have, and how old is it?

Make? That isn't possible unless you have a chip burner.

When the computer boots, what revision number is your bios?

What I would suggest doing is pulling out your cmos battery, & leaving it out for like 1 minute. This will restore the cmos to default configuration. Once that is finished, if it still doesn't boot correctly, download a new bios update from Dell.com. You'll probably need to flash it with a floppy disk (if your system has one).

Follow the link for Bios:

EASY SOLUTION!!!

ok, i have two dells around my house (i hate-hate-hate them) so i have encountered this countless times.

Go into BIOS and look for something like OS INSTALL MODE or something like that, now turn it OFF. thats should solve your problem right there.

post back soon. enjoy.

Wow, that does sound easy enough, however it sounds like a horrible feature!
