Windows Vista: permissions on system DLL's

Hello, all.

I'm currently troubleshooting a broken installation of Visual Studio 2005. I've managed to track down the fact that the problem lies with the file %windir%/system32/mscoree.dll. However, I do not have permissions to rename, delete, or move it. I am running as an administrator.

Does anyone know how I could get Vista to allow me to rename the file?

If you can't do anything to it, the system is probably using it. Does task manager allow you to see what files the running processes are using?

It's not listed under task manager at all. It is telling me that "destination folder does not have access permissions", but I cannot change the permissions either.

Edit: as it turns out, all I needed to do was some registry hacking: this article explains what to do to fix the registry so that everything works out.
