First of all check whether your system is detecting the Ethernet card and the Modem. And find out if you are able to ping any system in your school network. Your school might even be using a proxy server. Contact the network administrator for the settings which have to be set in your browser.

Well, I've seen some school LAN's block foreign mac addresses. But if you can connect through a Windoze partition that is not the case. I'm just taking a guess here but are you connecting at home wirelessly and trying to plug in hard-wired at school. In that case you probably need to turn on your interface for hard-wired. I would try pumping all interfaces with "dhclient" (must be run as root) and see what comes up.

Are you using a dial-up modem at home? A significant portion of dial-up modems don't have any Linux support. As to the networking at school, what kind of network card do you have?

Also; what release of Edubuntu are you running?
