SSDT and SSMS install error

I am attempting to install SSDT and SSMS but I get an error that states the following:
"Error writing to file 8.0.50727.6229.cat. Verify that you have access to that directory"

I have checked that my account has the proper privileges and have also attempted the install as an Administrator. My windows install is fresh and new (Windows 7) and I successfully installed Visual Studio 2015 Community, the SQL tools install failed during the VS install as well.

I have the OS installed on C:, I have the install exe on G: and I am trying to install all applications to D: which is my raid drive.

I don't know if any of the above information is required, but more is better in my opinion. Does anyone know how to fix this error?
