Catching up on the Times, I noticed an article about the phrase "Repeal and Replace" - apparently, this was coined in 2010 by an aide to Mitch McConnell. So they've had this idea, "repeal and replace" for seven years now, and they still don't have a replacement? These people are simply not trying.

And as of 10 minutes ago, we're officially fucked.

I think 'fucked' is a fairly harsh and pessimistic.

Then you haven't been paying attention. The oligarchs that have been pillaging the system for years are now getting ready to smash the piggy bank to get the rest out. Other people? Let 'em eat cake!
Just review the cabinet. Every pick seems uniquely chosen to dismantle the thing they're supposed to protect. But, hey, at least public schools will no longer be bear ridden and Godless.

On the other hand, your system hasn't been working that great lately. Maybe it needs to be dismantled, and then put back together again, for it to improve.
How many times have we thrown out a crappy codebase and started over, rather waste our time trying to keep the thing running.

My plan for the weekend: a bottle of rum, a pack of cigarettes, and a freezer full of Ben & Jerry's.

I'm all for throwing the system out and starting over, 1000% on board with that idea.
But you don't toss out the codebase by removing functions one at a time. Just throw it in the trash.

How many times has that actually been a good idea?

Actually, no. Refactoring is a thing.

Refactoring isn't tossing out the code base now is it

If you do it right, you end up replacing everything that needed replaced.

Oh, not at all. I was just talking about replacing systems.
I was about to say, only at DIC does an argument about fascism turn into a debate about software engineering.

The pens / trading card game going on right now is pretty amusing.
