Best video and sound options for streaming

Greetings, I am developing a video chat application, I can currently read camera and microphone seperately, from the computer without problem. However there is a issue I encountered which I could not find good recommendation on the internet.

I read camera as raw frames, however I don't know what codec is best for streaming, video chat etc(Some suggested MPEG-4). If I knew, I could continue coding in that way.

Also when gathering sound, there are many options such as,

rate Sampling rate
channels Number of channels
format Sampling size and format.
frames_per_buffer Specifies the number of frames per buffer.

Which specifications should I use to achieve optimum speed and quality in a video stream ? After this, there is the issue of combining the video and the audio, which I also accept recommendations.
