How do you rollback using timestamp?

How do you rollback using timestamp in oracle sql?

I've seen someone using timestamp to rollback to 60 mins ago so any changes made a moment ago goes back to way it was 60 mins ago. Also, does timestamp restore dropped tables too or like savepoint and rollback, it only restores to specific point if the table still exist?
