wordpress not creating directory - permissions were set to 775

Here is the story the user directory is set to 775 I have put this in the wp-config.php file

define('fs_method' ,'direct');

I can upload files with FTP just fine- I am thinking it is a problem with the .htacess file

In your Apache vhost, you should have defined an error log file. what does your error log say as to the failure for the directory creation? As htaccess files are auto generated by wordpress, I would not look to changing this first. If you must change the htaccess file, make a backup of the original.

I am editing my vhost file to set up a better error log I will get the results

Also, the htaccess file has nothing to do with server permissions. Whether or not PHP can or cannot create a directory has to do with file system security, not htaccess. htaccess is a file that Apache uses to set rules and other things when a request comes to the web server. It has nothing to do with whether or not PHP has permission to create a directory (other than having the ability to change PHP settings through htaccess).
