How to make link button stay at the same position of the map?

In one ASP.NET project, I created a screenshot as jpg file and loaded in a image control in map.aspx.
For example, the link below is Bronx county of NY and screenshot is bronx.jpg

I inserted about 20 link buttons in this jpg image based on zip codes and named them as lnb10467, lnb10469...etc. (10467,10469 is zip code)

Question:

How to make link button stay at the same position of the map.aspx no matter the size of monitor?

For example, my pc's monitor is 23'' but some users are 17".
Link buttons are in correct position in 23" monitor but not in 17" monitor.

Is the image moving on different monitor sizes?

No, I applied CSS to make image always stay in the center of screen

Are the labels inside that container as well?

Have you verified, through browser's dev tools (f12), that stray CSS are not moving them?

You pointed out!
Once moved all link buttons into the same <div> with image file, the issue resolved.
I should realize it.
