does ip can be used on internet

this is only a question. What is a definition for looking if some ip can be lease to some device and be used on internet? I saw that some are watching a last octet.
So if I get an IP
245.151.21.15 how to know if this IP can be used on internet?

Or I just watch range of private ip addresses?

I am not fully getting what you are asking, but in theory IP addresses are 0-255 for each octet.

No, you dont understand me, my question was how to determine which IP address can be routable on internet?

Again.. any address in those ranges (minus the excluded ones) are all able to be mapped to the internet.. of course things like local networks, and what not all feed up into IP address ranges.

There are reserved, & well documented ip addresses for non-routable traffic.
