Either? as it depends.

Is the delete complex?
Does it have foreign key child tables to remove first?
Is it going to be ran programmatically?
Are you going to run it more than a handful of times?
Do you need the query for documentation?
Does anyone else need the query?

One problem I ve noticed is that when I delete manually it will remove the auto number, which is fine. However when adding fresh values to the table, the auto number starts counting with number proceeding the last deleted auto number.
I was looking for it to start all over again.

Does it really matter? Rarely does it.

As is if your table doesn't have any dependencies you can use the 'alter table' and 'alter column' to set the counter(1,1).. or repair/compact the table after deleting it all..
