How to get help in making your project?

Let's say I have an idea for an app, that I want it to be both on iOS and Android, but my knowledge in both is very... few.
Of course, I watched some Udacity courses and PHP online development and I know general development. However, I know that my knowledge is not sufficient to bring my idea to life. Also, I am young and don't have enough money to pay to developers, and I am not Mark Zuckerberg who can make Facebook in two weeks (Especially when today you must develop on at least 2 platforms)
Also, I do not have friends who know to develop.
What are my best options if I really think I have a good idea?

As I see it there are three options..

If you have no money then you need to do it yourself.
If you don't know enough, now, to do it yourself, then pick up a book and get that knowledge.
If you don't have enough money to pay a team, and you don't want to pick up the skills, then I would think the project would be shelved.

I am partial to Xamarin as it can cross compile for android and io.

Yup, you already said that :P

You could always go the route of just releasing it open source. Get it started, & allow others to self-subscribe join in & help.
