Explain command line.

Can any one helps me to explain this connection string using between java and oracle.

CREATE PUBLIC DATABASE LINK REPORT_DB_OWNER_LINK

this is Oracle command line but I also see when we connect from java to oracle.

Need answer step by step, because I very basic in this command line.

Anything you can do in Oracle you can theoretically do in Java using JDBC:
