IIS returning 500.19

I am trying to deploy a local instance beta to a website using dotnet core 2.2 via [updated]IIS 10.0 on my desktop pc. The issue is IIS is returning HTTP Error 500.19 with the Error Code 0x8007000d. According to

https://support.micr...iis-7-0-webpage

means that there is an issue with the Web.config. The web.config file was generated by Visual Studio 2017 when the issue started. I have tried a bunch of things i found on google, but still no luck ://>

I know that it has permissions to open and read the file based on the outputs received when i was trying suggestions found on google, and i know the website itself works because i manually started it in PowerShell... but i just can't seem to get IIS to work for me. Here is my web.config

Any help would be much appreciated! I have been fighting with this for about two days now ://>

Perhaps try installing this? THe "run apps" / "runtime" part.

but that leads me to another question, why would it work if i ran the command manually in PowerShell "dotnet ./CyberRM.dll" but not in IIS? is there something in the web.config or IIS that requires additional runtime?

I believe it's IIS that was missing the run time environment.
