Mobile Friendly version of website

Hi I am thinking of doing a mobile responsive website.

There's something bugging me because I can't find how to utilise an option on Android desvices (see attached).

It seems that professionally done websites, detect that you are on a mobile device then display it mobile friendly,

Except if you click this textbox saying "Desktop Site" Then it displays it as it would a desktop site. (Screenshot attached)

I'm struggling where to look for this, any tutorials will be appreciated.

It looks like Chrome will ignore the original viewport meta tag, so if you rely on that to make your site responsive then it should work.
