REST API vs RESTful API

is it REST API or RESTful API?

I am currently working on a resume for someone, & I seeing both referenced in different places.
When I do a quick Google search, I find results for both, mentions of both
are they the same thing & a misnomer, or is there a specific/technical difference in one over the other?

Is it like Java vs Javascript, or saying Microsoft when you mean Office/Windows, ect.

The way I use it is 'REST' is the architecture and style.. 'RESTful' is used as an adjective to describe an implementation of REST.

Some documentation uses the phrase "REST API" mean a web service that is RESTful, where RESTful means it follows the REST architecture/style. This was meant to distinguish it from a regular "web service API" which was assumed to use SOAP. I feel that the pendulum has now swung so that when somebody says "web service" or "web service API", we automatically assume it is RESTful. SOAP web services are now the exception rather than the rule.
