Visual Studio is an IDE.
C# is a programming language.
The speech synthesis that is built into the .NET Framework actually just uses the Speech API built into the OS.

I think that your question is really if non-English languages are supported. If so, then the answer is yes. Here's a list.

From what I see from that list, though, Vietnamese is not one of the supported languages.

If you are willing to use an online web service, then Azure offers a bigger list of languages for text-to-speech which include Vietnamese. Google has Vietnames in its text-to-speech offerings as well.

The links you sent to me do not support Vietnamese language. I want to find libraries to use in offline mode, voice programming is not a simple task, it takes a lot of time to program, thank you for reading my article.

Sounds like an opportunity to start up an open source project, or if you are in it for the money, a for profit project.

I only learn personally about how computers work on human speech pronunciation and how they differ from the use of artificial intelligence that science news sites report, I don't benefit. The project profits in this. News sites are many but its applications are few.

For text-to-speech, there is very little artificial intelligence involved. It's just a matter of getting accurate dictionaries of words marked up with the appropriate pronunciations, and enough grammar rules for cases when pronunciations or tones may change, or where pauses need to be inserted based on sentence structure.

The flip side, speech-to-text is more challenging, and may need the use of AI when trying to discern which words to use in the case of homonyms, as well as rebuilding sentence structures from the words.

Those are for the translation APIs. I can see how that post there makes it look like it covers the Text-to-Speech APIs. I was confused to.

Make sure that the VNSpeech.dll is in the directory indicated by the error message you got.

Also make sure that you are building your app as a 32-bit application:

In case you said I tried it, the dll is written from VB6, it is COM DLL so I have to register with RegSvr32.exe, in winxp I register this library normally but in win7 or win10 I cannot register because of an error on.

What is the error? You'll have to contact the maker (VNSpeech.com) of that DLL regarding that error. Have you tried running the full setup program from the maker?

I have exchanged (VNSpeech.com) pages, they write text to speech .net with sapi 5.4 and pronounce it online without offline support, while the library has an error written in VB6.0 language, I did not find sapi on the internet 5.4. to download

I run the code below only the code "en-US, en-GB" I want to add the code "vi-VN" in win7, what should I do ?

foreach (RecognizerInfo ri in SpeechRecognitionEngine.InstalledRecognizers())
   {
        System.Diagnostics.Debug.WriteLine(ri.Culture.Name);
   }

While microsoft supports pronunciation of other languages, see the link below:
