Image Quality

I've made an image using PS 7 on my computer which is 1024x768 and it looks fine. When I test it on my 800x600 moniter it looks, not so great. This was expected by me but I've seen MUCH higher quality images turn out looking fine on that very same 800x600 moniter. Are there any tips for preserving quality between moniters?

my other computer used to switch the colour qualities whenever i changed the resolution size. i could not for the life of me get it to stop doing that.
maybe that's what happened, and the other pictures just didn't have enough of a contrast in the different colour settings. check it out.
