What is this called?

I keep seeing tutorials (which im failing to wrap my head around using methods called OnHealthChange which is used as a special function.

Common usage/components of this is...
public event System.Action<int, int> OnHeathChange;

invoke(OnHeathChange);

delegates

etc


Is this madness referred to as 'CallBacks' (Official Name)? Also what other names do these go by?

Please, no MSDN links, I have found their examples too complicated to understand due to an overuse of other irrelevant information in their examples making grasping the concept more difficult.

I don't get it. Are you confused by the 'event' object, the 'invoke', or delegates?

Post the tutorials you are seeing this in and/or context.
