None, but if I had a choice UK, or CAN. Skill set, language barrier, and chance of getting what you asked for.

Outsource to Belgium, please! Lol.
But serious, it depends in a lot of factors. Your own country being one of them.

Also ain't really a development question but rather a management.
What is your goal? Reducing costs? Having a developing team available 24/7 (using timezones)? Not having to train people? Being able to change outsource companies frequently?

Do your 'in-source' developers need to communicate/interact with the out-source developers? So is language and culture important?

Really tens of factors and all will lead to a different country

Most favorite outsource places are India, Eastern-Europe and Africa though. If it is to reduce costs.

India, but you already know that. I've worked with a couple of Argentinians and they are very good, to be honest, and cheap also. But they are also kinda stubborn and the language barrier might represent a bit of a problem

I work with and oversee a number of Indians, I didn't know they spoke Indian though, I thought it was Hindi?

And one reason we use Indians is so development is in continuation 24 hours a day.
