chrome not reading CSS?

I have the following simple code in a CSS file that is linked in a single PHP file via "REL":

table { 
	font-family: verdana, sans-serif; 
	font-size: 10pt; 
	border-collapse: collapse; 
	border: 1;
	width: 100%;
}
th { width: 33.3%; 
	text-align: center; 
	background-color: #43FF33; 
	color: #FFF; 
}
td { 
	width: 33.3%; 
	text-align: center; 
}


I use different accounts in chrome. mine, an anonymous user and sometimes the guest account. in every account except my synced one under my name, the table shows up fine. table is centered, all columns are 1/3 the width of the table/page. in all other browsers, the table is also fine. on mobile phones too, it is fine. is it possible that my chrome app is hacked? I have noticed when logging into some sites under my chrome account, when synced, I get a popup that says "your password might have been exposed". and when that happens, chrome's offer to save a PW popup does not appear. anyone run into this before? thanks.

maybe it's because of cache stored in your chrome browser try hard refreshing it ctrl+F5.

Trust me, I had that covered a long time ago. i would not post a question here for experts without covering basic stuff. I tried everything possible in chrome with regards to what sits in the win dirs everywhere. tried all accounts. same thing. It works in every other program available on the market, plus on mobile devices. I ditched chrome and switched to firefox. thanks much!

if you are logging in under your own account in chrome and it doesnt work however it works on other chromes then it is 100% some caching in your chrome

It can't possibly be a caching issue. I'm almost certain it's a malware problem because of the password alert popup I see on very few forums. I will try to reinstall it. I just did a test on another networked machine and there is no issue. I do not have the time to find the issue if it is rooted deeply, but I'll run MB to see if it captures it. If a reinstall doesn't solve it, I will just ditch it. Chrome is becoming extremely useless anyway. Hackers I understand are now targeting it. Interestingly enough though, I've never had any issue with firefox in 20 years. I'm going to consider this issue close. thanks you guys.
