Creating Dynamic Reports

I am creating an employee review database that so far is going quite well. I have the inputs completed however I am having problems creating the reports. I guess this is one area where Access rocks (report creating.)

At this point I do not have access to Crystal Reports, or Microsoft Reporting Services, thus I need to create the whole thing using aspx webpages coded with

Each employee will have:
Up to 25 questions, and how they were scored for each question.
For every person that evaluated them there will be a field for Comments.

Normally I would do this by creating a bunch of labels and assigning them the value needed. Since this report could have anywhere from 50 - 2500 labels... this won't work.

Any help on where to start would be greatly appreciated.

Your aspx grid has to learn paging! Example what i mean:
