What you're doing here is mixing rat poison with cyanide and thinking it's safe to drink. First off hardware: have you ever heard anyone praise HP on their computer hardware? I sure as hell haven't. HP makes shitty computers with B-grade hardware in a steel/plastic airtight case. They die of heat-exhaustion in about 2 years. Next software: WINDOWS ME! What do you expect! Windows ME is just 98 with more bugs, I'm surprised with how poor that OS is. My Dell came with ME, and crashed about 100 times in a week (this is on a $4500 system) So I called them up and demanded Win2K. After installing that I think I've blue-screened maybe 3 times in the past year, and all with a good reason.
Maybe if you didn't buy shitty products, and load shitty OSes on them, you wouldn't have more trouble than you do fun. Your computer is controlling you, not you controlling it. Fix that.

Ok, ok, ok. I realize your mom probably bought you this computer, and you cannot afford a new OS let alone a new PC. My suggestion then is to stop using computers and take up arts and crafts. Problem successfully detoured.

those IP addresses look local. a 255.255 yadda IP is usually signature of a subnet mask. the other local host just screams LOCAL. remove your norton software completely and see if it goes away.
you get to the boot menu by tapping the F8 key while booting. you can start tapping the key at the BIOS logo (prolly HP) screen and keep right on tapping it continuously until the ME logo screen appears. you should get the boot menu for safe mode and a step by step startup.
seems to me that when you're on the inter net is the only time your firewall would be able to effect anything. you don't really need a firewall as dial-up connections are dynamicly assigned an IP address each time you connect. that means someone would have to be a good guesser to hack you on any particular occasion that you logon. giv it a shot.

or you could get a Di-701 router firewall combo for like 10 bucks on clearance at www.dlink.com and get rid of norton but then again i was never fond of semantics products ( except for ghost)
