Ok I was woundering i have multiple users set up on my computer and i was woundering how do i make it so only lets say one of the users can use this one programe beside the administrator and it wont let the others use it get what im saying? and than how can i cuztomize the start menue so only certine folders and applications come up? anyone know? if so i need help thanks guys

well, you can first limit the start menu in:
first, the All Users part of the Documents and Settings folder. by deleting the proggies from there it will as it would seem... effect the change for All Users. you can then manipulate the other users' folders independently by copying shortcuts and program groups you want them to have. easiest way to get there is to right-click the start button and choose to explore all users.
you can also limit application access to users/groups via the Local Users and Groups snap-in as well as the Group Policy Editor snap-in. you get to these via start -> run -> mmc and choosing File -> add/remove snap-in.
you will then need to set permission of the program to the Users/Groups you will want accessing the programs. be careful. my best suggestion is just to hide the applications on the start menus of the users you want to limit and only worry about setting permissions unless you are dealing with above average users that know how to browse to a specific program's path...
you could also do what they do here at work and choose to hide the folders you don't want any one to see... in this case the Program Files folder and then prohibit access to the Folder Options menu option so people can't view the hidden files.
