I need Help in designing the Client-Server Structure

I have a few questions regarding to server/client communication.

Description of what I want:
Approximately, 10.000 (around 15.000 is possible) clients will login to server. Connected clients may stay at the lobby or some of them may serve rooms. Expected amount of served rooms will be around 1.000. Each room may have 4 to 1000 joined clients.

My question about handling the communication:
Talking about; lobby chat, chat in rooms and private chat between each client, should all of them go through and distributed to all clients by the server or, clients in rooms may send their messages to those in the same room. For example, suppose I am in room-A with 500 other joined clients. Should my message for the room go through the server and distributed to the clients in room-A or should I sent only and directly to the clients in that room, regarding to the performance issues?

Any comments helping me in designing the structure of communication will be appreciated.
