How much data is in a transaction? How much processing dose that data require? Processor Speed? RAM?

Can you make your question a little more specific?

How many holes can you dig in 30 minutes?

The questions then become:
1) How big do the holes have to be?
2) What tools am I allowed to use?
3) How tough is the ground?
4) etc.

Similarly, to answer your question, you need to provide more detail:
1) What are the specs of the PC?
2) What is the payload that it needs to receive?
3) What does it need to do with the payload (exactly, and in full)?
4) Does it need to utilise network resources?
5) Does it need to utilise database connections?
6) etc.

Bear in mind that you can provide us with all of the above and all we can do is give you a at-best theoretical figure. The only way to know for sure is to actually perform a real test.

And just FYI, the fact that it is running on Win Server 2008 makes almost no real difference.

Oooh, two or three, & then it blue screens & goes belly up.

Correct me if I'm wrong here, but Windows 2008 Server won't even be handling the transactions. The Server Software would. Such as IIS/Apache for httpd, ect ect...
